Short answer
What does Developer tools cover?
The surfaces a developer actually evaluates from, why docs and community threads decide the answer, and where API buyers look before they ever visit you.
Where the decision actually happens
A developer choosing an API increasingly asks a model first and works from the two or three names that come back. That moves the buying decision off your site, and mostly onto pages you do not own.
In our own measurement of 901 citations across 60 answers, 91.5 percent pointed off site, spread over 82 distinct hosts. The page that decides an evaluation is usually somebody else's.
The surfaces that decide it
Five surfaces do most of the work here. The API reference and quickstart, which a model reads as the answer rather than as marketing. Comparison and alternatives pages. Review sites. Stack Overflow answers and issue threads, where a competitor's failure modes get documented in public by the people who hit them. And the best-in-category roundups. Four of those five are somebody else's property, which is both the problem and the opening.
This is also where the category's favourite shortcut needs testing. Reddit is genuinely overrepresented in AI answers, at 21 percent of Google AI Overview citations and 46.7 percent of Perplexity responses on Reddit's own disclosed figures. Several agencies have turned that into a service. None of them publishes a query set, a control group, or a sample size, so the step from running a campaign to being recommended is untested rather than proven. Posts here treat that gap as the subject rather than as an objection.
